  14. <p>     DIED. Richard Snelling, 64, Republican Governor of Vermont;
  15. of a heart attack; in Shelburne, Vt. Snelling, who also was
  16. Governor from 1977 to '85, began a new term last January by
  17. calling for a $91 million tax increase to relieve the state's
  18. budget pinch. As chairman of the National Governors'
  19. Association in 1981 and '82, Snelling attacked President
  20. Reagan's plans to cut federal spending and increase the burden
  21. of welfare programs on the states.
